Assignment: Consulting Services for Construction Supervision for Rehabilitation of Additional Sections of Regional Roads in Tashkent region
The Republican Road Fund (RRF) under Committee for Roads of the Ministry of Transport of the Republic of Uzbekistan has received financing from the International Development Association (IDA) toward the cost of the proposed "Regional Roads Development Project", and intends to apply part of the proceeds for consulting services.
The consulting services ("the Services") include:
(i) Assist the Republican Road Fund under the Road Committee of the Republic of Uzbekistan (RRF) ("the Client") in administering the contracts and supervising the construction works to ensure their quality and timely completion;
(ii) Ensure environmental protection and social safeguards are properly implemented in accordance with the designs of the project roads.
The Local Consulting firm will be hired for 5 months.
The Republican Road Fund now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Only qualified firms shall be short-listed. The shortlisting criteria are:
- General and specific experience of the Consultant (firm) relevant to the assignment, including in road construction supervision under projects financed by the International Financing Institutions;
- Previous work experience in Uzbekistan;
- Availability of qualified for the Assignment Experts and the key staff at least 8 years of specific experience in the assignment area.
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers" dated January 2011 and revised in July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest and eligibility.
Consultants may submit their EOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. Consultant will be selected in accordance with the Consultant's Qualifications Selection (CQS) method set out in the Guidelines - Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised in July 2014. Expressions of interest must be delivered in English (original) with Russian translation (copy) in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by June 20, 2022. If there are any discrepancies between the English and Russian versions, the English version will prevail. Unofficial Russian translation will not be base for rejection.
